How Malaysia works

Voting methods

Postal voting, early voting and absent voters

Understand who may vote before ordinary polling day, how postal ballots work and why these categories should not be confused.

Direct answer

Most registered electors vote at their assigned polling station on polling day. Early voting is provided for specified security personnel and spouses, while postal voting is available only to approved categories and applicants under Election Commission rules. An absent voter is a legal registration category, not a general label for anyone away from home.

Worked example

Planning to vote while overseas

Check whether you fall within a current postal category, apply before the deadline and allow enough time for the completed ballot to reach the Returning Officer.

Early vote
Specified security categories
Postal vote
Approval and deadlines apply
Absent voter
A defined legal category

The route depends on voter category

Eligibility, application, issuing and return procedures differ, so always use the current Election Commission notice for the election concerned.

  • Ordinary voters cannot choose postal voting merely for convenience.
  • Postal applicants must meet category and deadline requirements.
  • Early voters cast ballots at designated centres before ordinary polling day.

Safeguards protect secrecy and accounting

Election procedures govern ballot papers, envelopes, witness requirements where applicable, secure custody and counting.

  • A postal ballot must arrive by the prescribed deadline to be counted.
  • Early ballot boxes remain secured until counting procedures apply.
  • Turnout reporting should distinguish issued, returned, accepted and counted ballots where data permit.
