Revenue power and service responsibility are separate questions

A government may fund a service delivered by another level, so follow both the money and the legal function.

  • Federal revenue includes broad taxation assigned by the Constitution and federal law.
  • State revenue includes land, forests, licences and other constitutionally listed items.
  • Local authorities raise rates, fees and charges under the applicable legal framework.

Grants require more than a headline number

Per-capita, road and other grants have different formulas and purposes, while special arrangements can apply to Sabah and Sarawak.

  • Compare budgeted, transferred and spent amounts.
  • Check whether funds are unconditional, earmarked or reimbursed.
  • Borrowing powers are constrained and should not be inferred from ordinary political promises.

Common questions

Do states collect income tax?

Income tax is a federal revenue source. States have other constitutionally specified revenues and receive grants.

Does a federal grant make the service a federal responsibility?

Not automatically. Funding, legal authority and delivery can sit at different levels.
