The Dewan Negara is Parliament's upper house. Each State Legislative Assembly elects two Senators, while the Yang di-Pertuan Agong appoints other members under the Constitution, including representatives connected with the Federal Territories. It reviews and may delay most bills, but it cannot permanently block ordinary or money bills passed by the Dewan Rakyat.
