Confidence and government
How a federal government is formed
Understand how Malaysia forms a federal government, why Dewan Rakyat confidence matters and what election seat totals do and do not decide.Direct answer
The Yang di-Pertuan Agong appoints as Prime Minister a member of the Dewan Rakyat who in His Majesty's judgment is likely to command the confidence of the majority of that House. Seat totals are evidence of support, but the constitutional question is confidence in the Dewan Rakyat.

- Article 43
An election result and a government are connected, not identical
General elections choose 222 MPs. If one party or coalition clearly controls a majority, government formation is usually straightforward. If no grouping has an outright majority, support arrangements and the constitutional assessment of confidence become central.
The Cabinet remains collectively responsible
The Prime Minister leads the Cabinet. The constitutional system links the federal executive to confidence and responsibility in Parliament rather than creating a separately elected president.
Common questions
Do Malaysians directly elect the Prime Minister?
Voters elect MPs. The Prime Minister is appointed through the constitutional process from among members of the Dewan Rakyat.
Must one coalition win 112 seats?
An outright 112-seat grouping gives a clear majority, but confidence can also depend on support arrangements among MPs.
What does a hung Parliament mean?
It commonly describes a Dewan Rakyat result where no single party or pre-election coalition has an outright majority.
